At September 2003, 8,814 persons, 4,465 males and 4,349 females are registered in the Cayo South Electoral Division. This represents 6.94% of the total number of registered electors. At Re-registration in 1998, Cayo South emerged as having the largest voter population with a ratio of 3.5 to 1. This trend continues to the present at 4.3 to 1. The largest voting age group is the 25 - 34 group, and represents 30%, while the smallest is the 65+, with 7.2% registered voters.

Cayo South is further subdivided into nine Polling Areas: 86, 87, 88, 89, 90, 90A and 91 which comprises of the City of Belmopan and surrounding communities of San Martin, Maya Mopan, Rivera, Salvapan and Las Flores. Other communities in the Cayo South Electoral Division also include:

In 1999, the Cayo South Registration Office was located in Benque Viejo del Carmen. To better serve the abovementioned communities, the Registration Office was relocated from Benque Viejo del Carmen to a more central location namely, City of Belmopan. This took place in November 2001, offering full electoral administration services, such as:

  • Registration of new electors
  • Processing of transfer of electors from one Division to another
  • Processing of changes such as names and/or addresses within the Division
  • Replacement of Identification Cards

The Office also provides voter education service and outreach to the communities.

On March 5, 2003, General Elections were held for the election of representatives to the twenty-nine seats in the House of Representatives. The People's United Party garnered twenty-two seats and the United Democratic Party the remaining seven. Hon. Agripino Cawich won the Cayo South seat for the People's United Party. Due to the untimely passing in August 2003 of the late Honourable Cawich, registered electors in that Electoral Division will return to the polls to elect a new representative.

Nominations were held on Tuesday, October 14, 2003 for persons desirous of contesting the Cayo South By-election. Two persons were nominated as follows:

  1. Mr. Joaquin Cawich-People's United Party
  2. Mr. John Saldivar-United Democratic Party
